Environmental Response & Cleanup
Emergency Planning and Lessons Learned from the Olympic Pipeline Spill Response
In the early morning of December 10, 2023, approximately 21,168 gallons of gasoline was discharged at the BP/Olympic Pipeline near Conway, WA. Unified Command quickly formed consisting of representatives from BP, Washington State Ecology, the U.S. Environmental Protection Agency, the Swinomish Indian Tribal Community, the Lummi Nation, and Skagit County Department of Emergency Management. Unified Command stayed together for 105 days to reach emergency response end points. This presentation offers insights and lessons learned from the perspectives of the Skagit County Local On-Scene Coordinators (LOSC) and Swinomish Indian Tribal Community’s Tribal On-Scene Coordinator (TOSC). Attendees will gain practical knowledge and actionable insights to enhance their preparedness for industry emergencies, including: the roles of local and tribal government; what to expect from federal and state agencies; partnering in Unified Command with the responsible party; community communication; responding in critically sensitive habitats; recouping local costs; and, what happens when the emergency response phase is over.

Funding Your Remediation Project: Cost Recovery, Insurance, and Financial Assurance Opportunities
One of the most challenging aspects of conducting a remediation project is finding money to pay for it. As costs to clean up sites continue to rise, what are some options for a site owner or a liable party to fund their cleanup project when they don’t have money sitting around? Our panel will review some of the most common approaches, as well as discuss a brand new state program.
